gunman. i'm alyana gomez in for julie haener. >> i'm frank somerville. all of this happened about 3:00 this afternoon close to the intersection of 19th and church near a pedestrian bridge going over some muni tracks. >> we get more now from ktvu's rob malcolm. what can you tell us? >> reporter: well, alyana and frank i have been here since 4:00. the shots rang out about 3:00. this is still an active investigation along church street. i'm going to give you a good vantage point of what is taking place. church street had been closed at 20th, but they basically just kind of opened it up block by block as they moved down the street for the investigation. you see here as we move through this intersection police standing over cones, apparently shell casings there. that is where, if you look to

the right, they are focusing their investigation. shots rang out about 3:05. we have three victims. awful been transported to the hospital, one with life- threatening injuries. church will remain closed beyond 18th street for some time this evening. we did talk to one eyewitness who says she saw the gunman, and she heard up to six shots. just listen to this chilling testimony. >> it was up at the top of the park, literally just beforehand there had been a bride and groom taking their wedding photos, kids everywhere. i heard pop, pop, and i got up and looked down here and saw a shooter running with a handgun in hand. i heard a total of three shots. people were not responding at that part of the park. i think they thought it was firecrackers. i called the police. >> reporter: so that was a

woman that says many people here are just not accustomed to hearing gunfire. again, people at first thought it was firecrackers, then they were shocked to learn it was a shooting that took placements we did talk with san francisco police. they told us that they do know who they are looking for, and that this shooting was targeted, so the general public doesn't have to worry. but again right now this investigation is going to take some time as they try to tie up the loose ends and find that suspect who is still on the loose. >> rob malcolm in dolores park, thank you. just 30 minutes before that shooting another shooting also in san francisco. this one wounded a man near golden gate park about 2:30. from the ground you can see police officers inside the mcdonald's there. police tape is then stretched from that mcdonald's across the street to whole foods. the crime scene is right at haight and stanion, right at

the foot of golden gate park. the victim is expected to survive. officers say they haven't made any arrests. now to developing news out of oakland. crews are fighting what was a raging house fire in oakland tonight. look at those flames just billowing out. the fire broke out on east 19th street and 18th avenue. that's near san antonio park and roosevelt middle school. earlier from skyfox you could see those flames there tearing through that roof. firefighters were warned to get out of the building for fear that part of it might actually collapse. now, there is no word that anyone was inside that house but it is close to several other homes in that neighborhood that crews are trying to protect. we don't know the cause of the fire at this point. investigators today said a fire burning in the east bay hills is now being looked at as a possible arson. we get new details from ktvu's leigh martinez. fire officials also say that fire is about 50% contained.

>> reporter: that's right. not so much has changed from this morning. still 50% contained. however, they are feeling very good about the perimeter. it is uc berkeley police which opened up an investigation into whether this fire is arson. however, the determination is going to be coming from cal fire and oakland fire. and so far neither of those two agencies have said where and how this fire has started. by thursday evening the grizzly fire had not much moved since 9:00 p.m. wednesday night. >> the majority of our work now is on the east side of grizzly peak in the contra costa region. that's where we're putting the majority of resources. >> reporter: they say lessons were learned after the oakland hills firestorm that started from a grass fire and grew rapidly claiming 25 lives. when the grizzly peak fire was reported wednesday oakland fire immediately called cal fire for

help. >> so they get to ramp up and put people ahead of the curve as opposed to waiting for us to even get on scene to confirm anything. it's a big change. >> reporter: 160 fire personnel from multiple agencies moved into grizzly peak boulevard and plan to stay out here until 8:00 p.m. included is a tree removal team. 10 trees with fire inside the trunks or in danger of falling are slowly being brought down. >> it takes just a few minutes to take it down, and then bringing it to the piles you see here is another hour and a half to two hours. >> reporter: this is the second fire in the area in a week. 150 by 150 foot fire was fought tuesday at 1áeu7bg the morning. the fire marshall says the likely cause was kids playing with fireworks. now, the uc berkeley fire marshall says that the tuesday morning fire is not connected to this current fire that is going on. however, the university police are investigating all three fires that have happened here

since july 3rd, and just a reminder that it is going to be closed to traffic, grizzly peak boulevard, up until 8:00 for sure. we do know that all the crews are going to stay here until 8:00, and then they are going to determine what they are going to do for their night operations. back to you guys. >> leigh martinez, thank you. new at 6:00 the family of an artist who was shot and killed while painting a mural in oakland has filed a lawsuit against the federal government. the suit was filed yesterday. it is seeking unspecified damages for the killing of antonio ramos in september 2015. the 27-year-old artist was shot and killed while he was painting an anti-violence mural near downtown oakland. police say the gun used was stolen from federal immigration agents. >> this lawsuit is about the failure of the government and law enforcement in particular to properly store, secure, and

safeguard their firearms. >> authorities say they recovered the gun shortly after the 21-year-old suspect was taken into custody. investigators say the man is a known gang member who was trying to steal a camera that ramos was using. there are major developments into the probe in russia's meddling into last year's elections. special counsel robert mueller has convened a grand jury. >> reporter: that's according to the reporting of the wall street journal. mull ser also investigating whether president trump's campaign colluded with the kremlin. the president has called the investigation a witch-hunt. this breaking news comes as the washington post has published transcripts of president trump's phone calls with foreign leaders, including one with the mexican president, enrique pena nieto from january. it quotes mr. trump as saying in part, i have to have mexico

pay for the wall. i have to. we should both say we will work it out. it will work out in the formula somehow. the apparent deal making comes after president trump had spent months on the campaign trail promising mexico would foot the bill for the wall alone. but it is the fact that the transcript was leaked that has many republicans angry. >> these people should be fired. they should be out of government. they're disloyal to our government. >> reporter: the transcripts are made public just as the president is pushing a new senate plan that would cut legal immigration in half. democrats are already attacking the bill. >> his immigration policy has a stunning hypocrisy at the core of it. the president criticizes and seeks to limit almost every immigration program except the one that benefits his own business. >> reporter: aids say president trump is angry over these transcript leaks, and tomorrow attorney general jeff sessions is holding a briefing on how

leaking classified materials is threatening national security. alyana. >> lauren blanchard live in our nation's capital, thank you. meantime senators introduced a pair of bills to protect robert mueller's job. one measure would allow the special counsel to challenge their removal in court. the other bill would require any such firing to be reviewed by a panel of three federal judges. there's been speculation that president trump would try to fire mull tore stop the russia investigation. mueller was appointed after the president fired fbi director james comey. the u.s. department of justice is threatening to withhold crime fighting money from stockton if the city doesn't cooperate with federal immigration officials. stockton is one of four cities at risk of losing funding for a public safety partnership program. it would provide money and training to help reduce violent crime. but the justice department says stockton won't be eligible unless it changes its policy and notifies immigration authorities about the release

of individuals wanted for immigration violations. stockton is not a sanctuary city but the city did pass a proclamation back in february to protect human rights. >> for the department of justice to withhold funding for a program in a city that so desperately needs assistance is kind of an objection' more rofnlt we are trying to do positive things in our community. and now you want to withhold possible grant funding? i just don't think it is right. >> stockton's mayor, michael tubbs, made a statement ensuring citizens there are no threats to public funding. coming up, police are calling her a hero. how an airline passenger on her way to the bay area helped rescue two children from sex abuse. >> if it wasn't for this young lady's actions, another sexual assault would have occurred.

the man shot and killed by vallejo police in richmond. police say 45-year-old jeffrey barboa was a robbery suspect. >> reporter: we can tell you that the 45-year-old man was wanted for an armed robbery that he allegedly committed in el cerrito last month. this is a picture of jeffrey barboa which we found on his facebook page. police say he was a is in an armed robbery he allegedly committed in el cerrito last month. investigators say police tried to pull him over. this cell phone video shows the end of a chase. it shows a police car crashing into the suspect's vehicle. >> the suspect came out of the vehicle, armed with a large edged weapon that is similar to that of a machete. i believe the officers tried to

tell him to put his arms down. >> reporter: the video shows five officers opening fire on barboa. officers told investigators they feared for their life. >> the shooting occurred in the city of richmond by the vallejo police department officers. >> and that's why you guys are investigating. >> exactly. that's why we're investigating it. it's in the city of richmond so we have to investigate that. >> reporter: and that previous crime in el cerrito that he was wanted for was for allegedly stealing a drawer from a cash register. we also found out that he worked at a drug and alcohol

treatment center. when we went there they could not confirm that, but that's according to his social media. the city of oakland is talking about their efforts to fight illegal dumping. there will be an update at a town hall meeting just now getting underway. oakland is also planning to outline some new funding to try to help address the problem. in san jose a midafternoon power outage didn't disrupt the opening of the annual santa clara county fair. portable generators kept most of the rides and exhibits opened. attendance has steadily grown from 5,000 in two thou eight, up to 40,000 last year. officials are hopeful to reach 50,000 attendees this year. >> several years ago it seemed

almost unattainable, but now we are really close. so it is our goal to say, yes, we really are back, let's really invest, because we will get people to come ?iew. pg&e officials say the power outage only lasted an hour, and that all 5300 affected customers have had service restored. admission today is only $1, and it runs through sunday. a heat advisory stays in effect for the next few hours but really not needed today. temperatures much cooler, as much as 10 degrees cooler in many locations. those heat advisories will be dropped soon. temperatures trending down, which is nice. we've got that heavy monsoonal moisture. we actually saw a few raindrops this morning in parts of the east bay and out over the bay. very light. not noticeable, but thunderstorms around lake tahoe, very strong thunderstorms. even flooding in southern california. we talked about acton.

acton is right at the bases of the san gabriels. and they got -- well, in the mountains above them, they got rainfall rates of two to three inches per hour, the idea being it all just rushed down into this little cul-de-sac, and they got flooding. we've got thunderstorms in lake tahoe for the second night in a row. you see showers just offshore for us. what's it all mean? i don't know what it all means. it means it's summertime in the bay area. the subtropical moisture that's pulling into the area created some humidity. you probably noticed that. there's the cloud cover. clear at the coast right now. air quality not too bad. cooler as we go into the next couple of days. there's that five-day forecast. you can get a feel for what the weekend is going to look like. we want to update the story from los angeles county we've

been covering live for the past hour. a sudden downpour triggered a flash flood that washed out roads and trapped cars in a river of mud. it is happening in the city of acton near the antelope valley. the rushing waters washed out several intersections. at one point, search and rescue teams came to the rescue of this truckdriver who was trapped in the raging waters there. dozens of other trucks and cars are getting stuck in both the flood waters and the mud. so far there are no reports of any injuries. a northern california walnut farmer is suing the state over the or areville dam -- over the oroville dam spillway crisis. >> reporter: the walnut crop nears its harvest but the main concern is the hundreds of trees that won't produce any nuts. >> we might not have the same yield as last year, but so far

it looks okay. >> reporter: okay, considering the farms claims it lost 27 acres of land and suffered property damage as a result of the oroville spillway crisis. >> some of the damage probably won't show up for a couple of years. >> reporter: the farm and its lawyer argue the state had sufficient notice to protect against the harm. they cite three different reports. >> the saddest part of this situation, it was entirely avoidable, had the state heeded the red flags. >> reporter: they say the walnuts lost can result in a deficit for years to come.

a developing story out of the united arab emma rats. a fire that -- united arab emirates. a fire began just after midnight local time in what is known as the torch tower. fortunately people inside the building were able to evacuate. there are no reports of injuries. the tower is one of the world's largest residential towers. it is the second time that tower has caught fire. the pilot of a small plane has died after crashing into the backyard of a home in rio linda. the single-engine plane went down around 3:00. nobody on the ground was injured. the name of the pilot has not yet been released. officials say there was no one else on board, either. the crash site is just south of mcclelland airfield 10 miles

northeast of sacramento. san francisco city leaders spoke in support of funding that would speed up an affordable housing project. they gathered at the proposed site of that development. the project would turn part of the parking lot there into 100 units of housing. >> we no longer have the luxury of having a half used parking lot every day of the week right on top of one of the richest and most utilized transit hubs in the bay area. >> if state lawmakers pass the legislation, funding for the balboa park project could get off the ground in just six months from now. ktvu fox 2 news at 6:30 starts next. she is my hero. >> what she saw on a plane to the bay area that raised a red flag. plus, it could be the future of transportation. the major milestone for elon

special counsel robert moeller a grand jury as he investigates russian enter feerns in the 2016 election. the jury will hear from witnesses and review evidence in the probe. there are reports that subpoenas were issued in relation to a meeting between donald trump junior and a russian lawyer during it is campaign. san francisco police say three people have been wounded in a shooting at deploy res park. it happened about 3:00 -- d -- dolores park. it happened about 3:00 this afternoon. all three victims were taken to the hospital and one person is reported to be in critical condition. police leave that the victims were all targeted. so far there have been no arrests. just 30 minutes before that shooting a man was shot and wounded near golden gate park near haight street. police officers were seen inside of the machining done alleged. the victim -- machining done

alleged -- mcdonald's, the victim was taken to the hospital and is expected to survive. an airline passenger helped rescue two young children from sex abuse. >> the woman happened to see a man texting and thanks to her quick thinking she alerted authorities. we are at the international airport where one of the suspects was caught. >> reporter: this couple is behind bars after the man a 56- year-old was caught texting about sexually molesting children while on a southwest air lines flight from seattle to san jose on monday. >> she is my hero. >> reporter: the hero happens to be a seattle area teacher sitting mind the man -- behind the man and noticed the large print on his cell phone that he was holding up to his face. >>
